Time Series Forecasting

Is time series forecasting only available on Qlik Sense cloud or also for On Premise versions?

Your question is a little too broad. If you are talking about Qlik AutoML, this is only available in Qlik Cloud and it does not do time series forecast. However, I believe there are other options to do that.

Time series decomposition is available in Qlik Sense on premise.

You can use STL_Trend, STL_Seasonal and STL_Residual normally.
