Year gap of max sum

I have been stuck and couldn’t find the best expression to measure rebooking trend (Year2-Year1+1) for the max sum amount.

Referring to table below, I want to measure year gap of the max sum booking.

The result should be like below:

It would be great if someone can help with this issue.
