create app button not showing in qlik sense hub for root admin

Hello All,

 

I added one user as a root admin into the Qlik sense Qmc . we provide the full access to the user for qmc and hub. but after login into the hub for creating the new app (Create New App) button is not showing.

 

Any Suggestion please?
