default value on filter pane

I am trying to set a default value on my filter pane to year '2019'.  I want to steer away from using the bookmark capability and extensions. Is there a way to set a condition somewhere to have my dashboard go against 2019 data upon end users opening the app? Thank you.

In the September 2018 release you can use the new feature  Setting default bookmarks

Using this feature we you can achieve without extension.
