App Management Console (Mini QMC)

I have seen the App Management Console version 0.4.2 where my understanding is we can have users given limited access to manage their apps without giving them access to the complete QMC.  I have not been able to find any information on how this works or what is involved to set it up.

Any help would be appreciated.
