Custom error message instead of the original message

If the user doesn't have access to Qlick sense sheet, It says

An error occurred

You cannot access Qlik Sense because you have no access pass.

I want to redirect user to a form or give a link to a form. 

Can this be achieved? How?

This article does not work.

I have looked for the specific message and I can't find it the proposed places. 

Other proxy error messages I see there, but not the Your account is inactive. message.
