If your users are based in a particular region like EU, I would recommend you to run as many tasks as possible during night time, when you will have less users and then allow more resources for the users during working time.
If that is not possible, then there is no way to prioritize, at the best you can limit the # of tasks to run in parallel, but I would do strongly suggest you to scale your environment.
