Problema com APP que não abre e fica só "reloading"

um app meu não abre, ele dá essa mensagem abaixo:

e fica nisso. é como se ele estivesse conectando com o BD pra buscar os dados, mas não atualiza e não abre

If you are certain that there are no reload of this application happening at the same time, I would suggest to restart the service as there may be some inconsistencies in the database regarding the reload task status.
