This issue has been reported before, and usually the shared resolutions so far worked well.
I am facing the case again, particularly after installing QS Sep 2019 version.
Calling monitor_apps_REST_license_overview seem successful, 36 fields are found, and then this is when the HTTP protocol error 403 occurs.
I have followed all instructions previously shared on this subject, but still cannot get it to work.
