QlikView Converter is missing among Dev Hub Tools

I run the below version of Qlik Sense Desktop

However, the QlikView converter tool is missing in the dev hub.

What is wrong?

It was only released in 3.2.

Thanks for the info, the general download link downloads the 3.1 version.
