How to use CSV file as input to a rest API call (get method)?

Hello,

How can I make a rest API call ( a GET endpoint) that will fetch data from a CSV file and have the response return in a JSON file?

If the above is not possible, how can I do the same but with using a MySQL database instead of the CSV file from which the rest API call shall fetch the required data?
