GeoAnalytics with multiple location settings

I'm a new Qlik user, coming from Tableau. I have a data set with country, city, state, and zip. Bear in mind that this data set is not complete and there are missing values. I want to use one Bubble Layer (currently using three separate ones 1) with Zip & Country, 2) with City & Country, and 3) with State & Country) to dynamically tell Qlik which combo to use and also which Location ID Suffix to use (for Zip & Country I'm using :XPC and :P* for the City or State & Country combos). 

 

My problem now is: there could be two bubbles created on the map if the corresponding row has all the geo attributes (zip, city, state, country). I want to fix for this issue by using only one Bubble Layer.
