Here's to GIS shapefiles of Indian states, districts and tehsils compiled by Planner Vijay Meena :
https://www.arcgis.com/home/item.html?id=cba8bddfa0ab43ddb35a7313376f9438
- Download the GIS_file_of_India_State,_District_and_Tehsil_Boundaries.lpk rename to GIS_file_of_India_State,_District_and_Tehsil_Boundaries.zip.
- Unzip it.
- Copy GIS_file_of_India_State,_District_and_Tehsil_Boundaries\commondata\ind_adm_shp\IND_adm2.* and place in a zip file.
- Copy GIS_file_of_India_State,_District_and_Tehsil_Boundaries\commondata\ind_adm_shp\IND_adm3.* and place in a zip file.
- Place the two zip files on dropbox and retrieve direct links.
- Load using the QGA connector.
Thanks,
Patric

Check first that you are on the latest version and test one layer at the time.
Thanks,
