how to allow switching between 2 languages for maps

hi,
we have a dashboard that allows the user to switch between two languages (different from locale), we have a button that reloads the dashboard as English or French.  when the user loads an FR version, we want to show the maps using french version of the names in the map (like provinces of Canada)
in the map language setting, you can only choose AUTO, ENGLISH, and LOCALE.   so when the locale is ENglish and the user switches to FR, the map is still English.  how do we manage this?  we want to be able to show FR version of the provinces:

it looks like we will need to use an EN and FR base layer and swicth it depending on the language selected by the user.

has anyone worked with an EN and FR base map?  i found this sample in the documentation and was wondering if anyone knows how to generate it for EN and FR.
