Customized two horizontal barchart visualization

I am exploring ways to build a visualization with two horizontal barcharts that each of the stroke aligns with each other on the dimension, and can be scroll together.

As you can see below.

Wonder if picasso.js is capable of creating anything similar or I should be looking at other charting libraries, thanks.
