you can either use REST api connector which comes with Qlik Sense Desktop, or you can download Qlik Web Connectors which include beta Jira connector. However, this is beta and will expire at some point, so not recommended for any production/business critical use.
The REST connector is somewhat complicated to set up, but depending on your requirements you can be up and running in a couple of days.
