Yes, the URL for the map object in Qlik Sense requires internet access to: https://maps.qlikcloud.com 

The browser will attempt a direct connection to the URL.

Additionally, it will also require connection to: https://maps.qlikcloud.com/ravegeo/status

If full Internet access cannot be granted to users because of policies, make sure that the URL is white-listed and reachable by the clients.
