Disable App Duplicate and Publish on Specific Node or Production Node

I have configured the node purpose of the central node as "Production" and the rim node as "Development".

I am currently trying to disable app duplication and publishing specifically on the Production Node. To achieve this, I added the condition 'resource.nodePurpose = "Development"' to the OwnerPublishDuplicate rule. However, the expected result is not being achieved.
