Does using the same SLK in two clusters invalidates the first one installed?

Greetings!

We have a single-node QSEoW test cluster in one VPC and recently installed a test multi-node cluster on another VPC. The single-node cluster is not connected to a domain, while the multi-node cluster is.  The clusters are not up at the same time, since we use them for testing purposes.

When I now try to access the single-node cluster, I can not log in and I found the following msg in the logs in C:\ProgramData\Qlik\Sense\Log\Licenses:

"errorMessage":"no available allotment error, No available allotments","errorType":"LICENSES-ForbiddenRequest"

I thought the license server allowed for multiple clusters using the same SLK as long as the total number of each type of user was within the license boundaries, but it seems that the single-node cluster doesn't have a license now.

Can someone advise me on how to fix this?

When was the last time the environment was up and running?
Does the server have internet access and is able to reach out to Qlik's backend license database to get updated? 
From the server make sure you are able to access license.qlikcloud.com
