Install: Accessing QMC

I am installing QS Enterprise Feb 2020 on Windows Server 2019 on a VM and am not able to load the initial QMC. Screenshot below shows a successful install but it just keeps thinking about loading the QMC. I have opened all ports and added the computer name to trusted sites in my browsers but I get to this wizard and the QMC will not load.  I tried the desktop links created during installation, there are no error messages it just keeps saying "Waiting for <computer name>".

Any ideas?
