License behavior difference

I have question about license behavior difference between Analyzer & Professional license in regards to a particular button on Qlik Hub.

Question#1: When you have analyzer license can you see below 2 buttons as a end user?

Question#2: is there a way to turn this off via security rules?

Yes. But the user does not have the ability to add the visualization to a sheet (because they cannot create a sheet). Like so:
