Negative Amount

I have payment amount in negative and decimal also. How to check less than 0 and greater than 0 amount?

Seriously? Well easiest is to just check the value;
  if(payment_amount, 1, 0)
That will check for any non Zero value.
Or if you want to make it a little more clear what you are doing;
  if(payment_amount <> 0, 1, 0)
