ODAG and User Privilage

Dear Gurus, 

What permission should ODAG user be given? 

Assigning "Create" privilage to specific stream will also grant "My Work" stream, which some admins mandate to disable in production environment. I would have assumed that without "Create", ODAG does not work? 

I am grateful for your advice.
