ODBC ERROR 22018 UDC Connector

I'm trying to configure a UDC connector for Excel and keep receiving ODBC error 22018.

We have installed September 2018 version of Sense with the latest patch. The server in located in the Amazon Cloud running Windows Server 2016. I have downloaded and installed AccessDatabaseEngine-x64 2016 and have also tried the 2010 version with no success.

I have tested the Excel spreadsheet on a Windows 10 Desktop using the same driver that is installed on the server and it works with no issues. Is this possibly a compatibility issue between the driver and the OS?????????

I'm stumped and need some assistance!!!  This is a new install and so far everything is working but this piece..
