Ongoing thread activity logging threshold reached for connection handler

Sometimes we catch warning in the system repository log on the central node: 

Ongoing thread activity logging threshold reached for connection handler 'Repository API REST Server'. Number of active threads: 60 ActivitySnapshotID: b25e1652-d5d5-44fe-99d8-aec03094aab6

After that Repository.exe process start to consume CPU and system slow down.
Sometime restart all the services help. But in some cases we need to restart all cluster nodes to resolve issue. 

Is there any way to avoid this?
