How can I prevent specific people from editing published worksheets in an app? With which security rule is this possible?

Quoting from a previous post:

"Security rules are additive, which means if one rule grants access, all subsequent rules are not evaluated.
In order to block one resource to be accessed, you need to disable all rules that grant that access"

This is not possible with standard rules. Look for rules where the modified by is an internal person and focus on them.
