Publish Rule for Team Admin

Hello,

I have create a Custom properties "TeamAdminFor" with Security Rules like in the post of https://community.qlik.com/docs/DOC-14642

But when I gice this custom property to a user, I have rigth to publish into a STREAM but he don't have rigth to republish a new version of this application in the same Stream (Replace option).

Can you help me to do this please, in am in 3.1 SR5 ?
