Security Rule for Extension

Hope some one can help me here.

I am trying too restrict access to extension using custom property and security using below but it don't seem to be working.

Custom Property

Security Rule

User Access

But the user is not able to view the extension on Edit Sheet.

Is there anything wrong on the security rule that I have set up? If you need additional information, I'd be happy to provide.
