Show Variables Button when editing a Sheet in a published App

Hi, 

we want to use a development approach where apps can be modified while they are published in a stream of a Qlik Sense development environment. Users can already do pretty much with our current security-rules, however the Variables Button (see screenshot below) is not showing up, so we are unable to edit Variables in a published app.

Does anybody know, how we can get Qlik Sense to show this button? I guess it could be done with some security-rule.

We are running Qlik Sense April 2019 Patch 1

Thank you @Anonymous , I have understood that a workflow that involves changing variables of a published app is not supported. Thus, we have changed our development process accordingly.
