Approve bookmarks to public

is there a way to publish the community bookmarks to public ?

I am the root , content and security admin...I believe I was able to do that ...but since we update into the new version, I could NOT.

we need to migrate those apps into the new server, so we want to migrate all those users ' bookmarks as well by approving them into public section.

please advise.

Hi. 

By default, only owner of an object, here a bookmark, can publish it. 
You'll need to create a Security Rule to allow you to publish it.
