You can do it using custom themes. Actually if you change between the default themes you will see they behave different.

Although CSS files can work, keep in mind there are some limitations:

"Although adding custom css files is supported, not all css rules work at all times in Qlik Sense."

It is suggested to use JSON definition instead:

Custom theme JSON properties

You can achieve the same by using the custom CSS.

It's been years we have had qlik sense and still basic things from QV missing.

Where do I complain, simple things missing

You can raise the ticket t Qlik. 

Then  may be they will add this point in a product enhancement list.
