No. Qlik Sense Desktop is for single users. Section Access does not make sense for single users.

make data sources (qvds for example) available only for the related users in specific network folders...

absolutely not section access minded, but will allow you to distribute a script and adapt it minimally for multiple users...

again... qlik enterprise makes more sense...
