It actually depends on which version of Qlik you are working with.
If it's Qlik Cloud or a recent version of Qlik Client Managed, you can do that with the Layout Container.

The only way to do that natively would be to use the map chart. But that won't be so easy.
So maybe the easiest way is to look for any extension.
Have you heard about Vizlib ? It's not for free but you would reach what you want :
