Is it meant as a data-template with a fixed data model? Or you want a fixed front-end (As in multiple sheets with a set lay-out?

First of all, you don't have to mark every reply as an answer to your solution 😉 Won't be really clear for others what the solution to your question actually is.
That said, I can't know for sure, but I suppose they were talking about templates in the DevHub, or even mashup templates. I got no experience with that myself, so I can't say if you would be able to handle it or not.
And just a friendly tip: if it isn't clear what they're asking, it's not a crime to ask for more information. That way, you have a better view on if you can handle their requirements.

And it really depends. I only have very basic knowledge in Java and c++ programming languages and work as a data analist and Qlik Sense app developer. But I don't make use of the DevHub or anything, so I can't really tell. But I'm fairly certain that if your skills wouldn't suffice, you'd be able to learn what's needed.
I have no idea about a book for Qlik Sense, I've mainly learned through my (limited) experience and Qlik Community. I'm sure there are a bunch of tutorial vids or written guides to more specific topics which could be of use to you, but I'm pretty sure Google can help you with that 😛
