Multiple values in a default filter field in "Add Actions"

I want to add 2020, 2021 , 2022 and 2023 as the default values for the Fiscal year filter,  however the above dint work also setting up as separate actions separate values also did not work

Have you tried the value sperated with comma ?

Try it this way

Ensure you have selected the correct field. 

In yours, type        ='2020''2021''2022'
