@purpleliar , these are site licenses in general, per environment, and not specific to hardware. However, there are issues and errors (including system-down) that you will encounter having the license deployed in multiple environments at the same time during the migration. I'd recommend contacting your account team/partner manager to discuss temporary workarounds for migration purposes.
