I believe you have to set labels to automatic and trust Qlik will show the data the best way possible. Qlik Sense is about interaction with the data through vizualizations - if you can't see labels, zoom in or move the mouse over the dot. But if you insist on using it as a standard, old-style BI tool, look for an extension (for example this one https://www.vizlib.com/scatterchart/ has such an option on roadmap).
