Selecting graph objects changed?

I made a new application recently after upgrading and I no longer can select graph objects by drawing boxes or dragging my cursor on the axis.  How do I re-enable this?

Note: This is happening with bar graphs.   

Application was made in the April 2019 version. 

Still happening in the June Version.
