Show Pivot Table Rows Based on Dimension

I have a pivot table with a flag dimension, value 1-30. I want to show all rows where the flag value is less than 19 to include 0 vaIue rows. My intitial attempt was to use the flag value to determine whether a measure should display, but it just creates 0 values.

you can use if in measure like

if(Value<19,Value,null())
