The difference between ' ' and " "

I am not sure what the difference is when using ' ' or " " in a data load script or chart expression.
If you know about this, I ask for your help!

The "and"  condition reflects more than one condition should satisfy to get the desired  result.

The "or" condition reflects if one of the condition satisfies  among multiple conditions  it will work and we get the desired results.

'  ' is used to enclose string (ex:'January') and " "  is used for wildmatch (ex:If we want all the names which begin with An then you can specify like "An*")

The "or" condition reflects if one of the condition satisfies  among multiple conditions  it will work and we get the desired results.
