Hi. Have you checked the space details and the members? Check the roles you have allocated against your profile and if the "has restricted view" role is ticked then untick it and try to export to Excel again as that role will not allow data export.
It is working for others user in Microsoft edge and for me in Google Chrome the option is showing but I need in Microsoft edge and there is no restrictions for user roles.
Click on "Download as.." option, it will open another pop-up. Select "Data" option to export chart/table into excel. I am attaching snapshot for your reference.
