Error code: REPLICATE-AGENT-CREATE-AGENT-FAILED

Does anybody know how to fix this error?  Error code: REPLICATE-AGENT-CREATE-AGENT-FAILED

I am encountering this error when trying to connect to a Data Movement gateway from Qlik Cloud to PostgreSQL database on an AWS Rocky EC2 Instance.

It also says "SDK-8, Forbidden".  Any idea what SDK this is referring to?
