Publisher connect error

Hi

For some reason I can no longer access my nprinting publisher . I get an ERR_CONNECTION_REFUSED in chrome and a similar error in IE. I have restarted the nprinting service but it didn't solve the problem. I'm using Nprinting 17.0.

Any suggestions where to troubleshoot?

I feel like the port used by nprinting service is used by some other process , please try to check the same.
