Is there any option in qlik replicate if there is no delta records for that particular time slot, will it produce blank file option

That depends, not sure which target endpoint you are using. However You may manually let Replicate to create the metadata (without any data transfer), see Advanced Run Options --> Create missing tables and then stop:

Be careful especially while you are using the option "Recreate all tables and then stop" option, because this step may drop your target table.

What are you you really trying to achieve? What is the end-goal here?
One guess is that you'd like to show some sign of activity, of being alive, every hour or so whether there are changes or not.
I would recommend an additional non-production table for that with a procedure/script/job running on the source to put a row in the helper ( tickler? watchdog? ) table with a little bonus information. Just a sequence number and timestamp, but potentially also some 'interesting' data which happens to be available. Maybe DB load %, Connection count, anything useful to help analyze (performance) problems and behaviors in some future. In the Replicate task add the task name, server, and replicate local processing date/time, such that you have a record of delays (if any).
