Many reasons may lead error 'Local: Message timed out' eg the Kafka brokers environment problem, or the topic is some problematic , or a real timeout issue etc. Without necessary information (native error code, or task Verbose log file) it's hard to tell the reason. I'd like to suggest you open a support ticket and attach Diagnostics Package with TARTET_LOAD (if it's Full Load stage error) + TARGET_APPY (if it's CDC stage error) .
If possible please also attach "server.properties" file, it helps too.
