How to approve sheet to add to base sheet.

We have Nov 2018 QlikSense version. I am root admin.

Question:

How do I approve either User created sheet or Community sheet to base app. 

Currently I am not able to see any sheet that user has created.

Why not ask the user to republish the app with the sheet created
