I'm currently administering a simple Enterprise environment, but we are looking at moving to a more redundant clustered environment.
Is it possible to cluster the QVS on box A & B, cluster Publisher on box B & C, and have a Quality Assurance QVS run on box C if the documents are stored on a NAS ?
We are trying to minimize on cost, while still have some level of redundancy.
Any suggestions would be appreciated,

Is there a way to configure throughput for Publisher on B & C, so C is by default 70% and B 30%? And only increase publisher activity on B, if C is experiencing RAM or CPU issues.
Also, how many licenses would be necessary to implement this hardware configuration using version 11? I currently have 4 QVS Enterprise licenses and 1 Publisher license. Would I need anything different?

No, you cannot predefine how tasks will be distributed between services but a formula will be used to use resources evenly.
You need another Publisher license, with XS_SERVICES;2 to be able to run them in cluster.
