License lease on test-server

We have a test-server and a production server. So far the designers had permission on both servers. We get a License Lease from the production server. Now we have a new designer and i want to give her permission on the test-server but not on the production server. Is this possible and how does it work ?

Test servers cannot lease a license out. She'll have to connect to Prod for the license lease or you'll have to get her a local CAL.
