QlikView Version 11 is long past its supported date. We strongly suggest that you upgrade your QlikView Server installation to a supported version - May 2023 (12.80) or May 2022 (12.70) - so that you are in compliance with Qlik Support.

A migration (with a clean installation) to the current release would in each case be sensible because 11.2 is quite outdated and not supported anymore. But it's not a short and easy solution for your CAL issue. Such step should be prepared carefully with backup's to everything (applications, data, meta-data, configurations, documentation) and done in a parallel environment to be able to compare both and minimizing any downtime.
If you have a working environment - except for the CAL issue - you shouldn't change anything in a hurry else making everything step by step and taking time to plan the future resources and requirements carefully.
By a default-installation without making essential changes in the configurations the manual user-input-box is there. This means that there were anything wrong with the installation or it was disabled by any settings - not only on the Qlik side else also in regard to the OS and/or the used authentication.
What happens if you put a * into the search-bar and looking for any users within all connected directories? I assume that you did it already and none or the wanted users were listed. In this case the directory connection/access-rights are missing or wrong configured and probably the reason why the manual user-entry isn't available.
If We upgrade the Qlikview server version 11 to 12 and above will helpful or not ? or where i get the Qlikview server 11.20 version ?

You need to check with your Qlik account manager or manually check the License Enablement File (LEF) for the support to date.
To manually check, use http://lef1.qliktech.com/manuallef/default.aspx to enter your QlikView Server license to obtain the LEF. Then refer to Qlik KB article How to check Product Support/Maintenance Contract End date (Legacy LEF license) to determine the end date of the license.
If the end date of the QlikView Server license is older than the release date of the build version - May 2022 or May 2023, the license will not work and you will need to obtain a valid license from your Qlik account manager.

If there is a running maintenance-contract you could upgrade to the latest QlikView releases - otherwise you will need to get in touch with your partner or Qlik.
Beside this I assume that also your OS release is rather old and might have also a need to be upgraded. There are dependencies between the Qlik and OS releases. Therefore I repeat my suggestion from above to be careful and reading all release notes between your current release and the most current release as well as the officially recommendations of how to migrate between the various Qlik releases.
