Why are emails not sent to notify us of unsuccessful scheduled reloads on QV small business (version 11.20)?

Have you checked task log? There should be a warning entry stating that email notification failed to send. Please refer to Qlik Support article QlikView Test mails can be sent successfully but task mails cannot, what to check for further troubleshooting steps.
Please note that QlikView v11.20 reached end of life many years ago and is no longer supported. Strongly suggest that you upgrade to a supported version of QlikView (12.70 or 12.80), or migrate to Qlik Sense Cloud.

Make sure, If SMTP/Mail gateway is allowed from your orginization to be sent!
